In the Northwest Ohio area seven child victims were identified and four traffickers were arrested as part of a national enforcement action lead by FBI Innocence Lost Task Forces. As part of the investigation a Toledo mother was charged with prostituting her 13 year-old daughter and another 15-year-old girl from August 1 to October 3, 2009. A 10-year-old being groomed for prostitution activities was also among the victims.

The 6th Annual International Prostitution, Sex Work and Human Trafficking Conference was a success with over 300 attendees. Domestic presenters traveled from areas such as and International presenters came from Canada, Germany, South Africa and Bangladesh . Topics from the conference covered a wide range of social service and law enforcement interventions, preventative strategies and treatment considerations.

Attorney General Richard Cordray hosted the first meeting of the Ohio Human Trafficking Study Commission. Researchers, social service agencies, advocates, prosecutors and law enforcement officials from around the state of Ohio were invited to participate. Commission goals are to understand how to increase law enforcement and investigation efforts to dismantle the organized enterprises.

The FBI conducted the third Operation Cross Country sting to recover victims and traffickers. Although none of the identified victims were from Toledo at least one trafficker and seventeen others from Toledo were arrested.

Dr. Celia Williamson of the University of Toledo formed the Lucas County Human Trafficking Coalition to address areas such as prevention, intervention and appropriate procedures and protocols. Social service and law enforcement agencies are scheduled to meet once a month. The coalition is working to establish an effective community wide response to victims of trafficking.

Senator Fedor’s Human Trafficking Legislation passed the Senate in December 2008 and Governor Strickland signed the bill into law on January 6, 2009. The legislation creates a specification that permits prosecutors to tack-on a trafficking offense if charges include two related felonies.
