Text Box: The RAND Corporation is a nonprofit institution that helps improve policy and decision-making through research and analysis. The RAND Human Trafficking in Ohio Report of 2007 provides comprehensive Text Box: analyses of the black markets, community responses, and prospective policies to set in place to address the issue of prostitution and trafficking in our communities, to assist victims, and to engage in community education and prevention.
RAND has compared the two cities of Toledo and Columbus in their report, from obtaining newspaper articles from The Toledo Blade and The Columbus Dispatch in which cases of trafficking were revealed in these communities. Items such Text Box: as the Prostitution Roundtable, the FBI Task Force, social service providers, JDC, and LCCS are all discussed as part of Toledo’s response to the issue of trafficking in our community. The community response of Toledo is generally better than that of Columbus, as Toledo has been designated an FBI Task Force and Columbus has not. Second Chance continually works closely with the FBI Task Force to identify victims and traffickers and to provide appropriate responses Text Box: as victims and linked to service providers to receive treatment and support. Second Chance is close to opening the Teen Safe House to place victims of trafficking in this space, rather than JDC which ultimately blames the victims in sending the message of wrong-doing.
RAND recommendations increasing education, training, & Text Box: outreach for child welfare caseworkers, nurses and doctors, therapists, law enforcement, teachers and school systems, parents, children, and communities. Second Chance employs two outreach workers, in which victims can be more readily identified and linked to treatment and services.

Prior to the Task Force, law enforcement in Toledo had little idea in knowing that the girls were being trafficked, so they arrested and charged them with prostitution or related crimes. This is still the case in Columbus. Now, girls in Toledo are still brought to JDC, although they are treated Text Box: able food and toiletry products are also needed for street outreach and shelter services.
